Create Your Hukoomi Account

Visit www.gov.qa to create your Hukoomi e-government account using your Qatar ID and mobile number. Verify via SMS or post office PIN, then access Ministry of Municipality (MME) engineer registration services.

Prepare and Attest Your Documents

All documents must be properly attested before submission. Prepare scanned copies in PDF or JPEG format with correct file naming.

  • Bachelor’s Degree Certificate — attested by home country + Qatar Embassy
  • All Semester Mark Sheets — attested
  • Qatar Police Clearance Certificate (PCC)

What is the UPDA / MMUP (MME) Exam?

The UPDA/MMUP exam — administered by Qatar’s Ministry of Municipality (MME) — is the mandatory professional engineering licence exam for all engineers working in Qatar. Passing it grants you an official MME Engineering Licence, required to sign engineering documents and practise professionally in the country.

The exam is a computer-based (system-based), one-hour exam consisting of 25 or 27 multiple-choice questions from your specific engineering discipline and project management. There is no negative marking, and results are declared immediately after the exam.

MME Licence Grades — Trainee to Grade A

The MME awards grades based on your experience, exam score, education, and job roles — not exam score alone. The licence must be renewed every 3 years, at which point a grade upgrade can be requested.
