The UPDA/MMUP exam — administered by Qatar’s Ministry of Municipality (MME) — is the mandatory professional engineering licence exam for all engineers working in Qatar. How the UPDA Application Works

Eligibility
Check Your University & Documents

Use the free UPDA Navigator to instantly check whether your university is MME-listed, unlisted or suspended — and get your personalised document checklist.

  • Degree certificate (attested by home country + Qatar Embassy + MOFA)
  • All semester mark sheets (attested)
  • Qatar Police Clearance Certificate (PCC)
  • Valid passport and Qatar ID
  • Passport-size photograph (white background)
  • Updated CV and experience certificates

Application
Submit via Hukoomi (mme.gov.qa)

Log in to mme.gov.qa via your Hukoomi account. Upload documents in the correct sequence: Personal → Education → Experience → Supporting Files. Generate and sign the application form, then attend your MME office appointment.

Scheduling
MME Review & Exam Date

The MME reviews your application and schedules your exam within approximately 25–35 days of document submission. If your university is unlisted, an equivalency route via the Ministry of Education (MOE) may be required first — typically 6–10 weeks.

Exam Day
Sit the 1-Hour Computer-Based Exam

Attend the MME test centre for your scheduled exam. Answer 25 or 27 MCQ questions in 1 hour. No negative marking — attempt all questions. Results declared immediately. If you pass, download your UPDA/MMUP certificate from mme.gov.qa and pay the QAR 300 licence fee.
